If you order some different sand paper, you can do it under water. The only problem is that it will take a lot more elbow grease.....and I am sure that your sleeve will get wet. I would probably start off with some 1000 grit, maybe even 600 or 800 if they are really deep, then work your way up to 2500 grit changing the direction you sand with each step. Only do straight lines when sanding, no circles.
